Highway Patrol

— Michael Beaver, 35, Wellsville, was cited for failure to control after his northbound vehicle on state Route 45 went off the right side of the roadway striking a concrete embankment and overturning before coming to a final rest upright at 7:50 a.m. Thursday in Yellow Creek Township. No injuries were reported.

— Emma Clark, 17, Leetonia, was cited for failure to control after her northbound vehicle on state Route 164 hydroplaned off the left side of the roadway and struck a sign at 2:49 p.m. Tuesday in Center Township. No injuries were reported.

— Donald Ryan, 34, Alliance, struck a deer on state Route 11 at 5:41 p.m. Monday in Elkrun Township. Ryan sustained an injury to his lower lumbar spine and was transported to East Liverpool Hospital by West Point EMS.

— Hayle Schreffler, 19, Lisbon, was cited for failure to control after her northwest bound vehicle on Cream Ridge Road went off the right side of the roadway, re-entered the roadway, then drove off the left side of the roadway striking an embankment and overturning onto the roadway at 2:14 p.m. Monday in Ekrun Township. No injuries were reported.

— Miranda Hinchliffe, 19, Beloit, was cited for failure to control after her southbound vehicle on 12th Street went off the right side of the roadway, continuing southbound, striking a ditch, before crossing over Buck Road and striking a fence at 1:09 p.m. Nov. 19. No injuries were reported.

— Dale Clemmer, 59, East Palestine, was cited for failure to control, hit and skip, and a seatbelt violation after his southeast bound vehicle on Hamilton Road failed to negotiate a curve and drove down the right side of the roadway striking a utility pole, traveling over an embankment before coming to a final rest. Clemmer then continued to flee the scene on foot at 1:01 a.m. Nov. 19 in Unity Township. No injuries were reported.

— Spencer Cline, 17, Columbiana, was cited for failure to control after his southbound vehicle on Fairfield School Road went off the right side of the roadway striking a utility pole, culvert and signpost at 7:35 a.m. Nov. 16 in Fairfield Township. Cline refused treatment on scene from Columbiana EMS for suspected minor injuries.

— Daniel Leverknight, 51, Columbiana, was cited for failure to control after his southbound vehicle on Middleton Road went off the right side of the roadway striking a ditch, culvert, mailbox and tree, before reversing onto the road and leaving the scene at 6:14 p.m. Nov. 15. No injuries were reported.

— Laney Bistarkey, 16, East Palestine was cited for a right of way violation after her westbound vehicle on state Route 14 failed to yield while attempting to turn left onto state Route 165 and struck a vehicle driven east by Ryan Henry, 46, East Palestine, at 3:30 p.m. Nov. 15 in Unity Township. Henry was transported to St. Elizabeth’s Hospital Youngstown by East Palestine EMS for suspected serious injuries.

— Zachery Davenport, 30, Youngstown, was cited for failure to yield after his northbound vehicle on Lisbon Road failed to yield at a stop sign and was struck by a vehicle driven southwest bound on state Route 344 by James Koopman, 61, Wellsville, at 7:29 a.m. Nov. 15 in Salem Township. Both drivers were transported to St. Elizabeth’s Hospital Main by Leetonia EMS for suspected minor injuries.

— Caitlyn Haught, 33, Lisbon, was cited for failure to control and OVI after her southbound vehicle on state Route 154 struck a guardrail on the right side of the roadway and traveled off the left side of the roadway at 1:39 a.m. Nov. 14 in Wayne Township. Haught refused treatment on scene for possible injuries.

— Steven Faulkner, 39, Columbiana, was cited for failure to control after his eastbound vehicle on state Route 517 traveled off the left side of the roadway, re-entered the roadway before traveling off the right side of the roadway striking a ditch and overturning. No injuries were reported.

East Liverpool

— Officers responded on Oct. 9 at 1:14 a.m. to a noise complaint on East 8th street after a caller said they heard people arguing outside but refused to give a location or description. Officers did not observe anyone in the area fighting.

— Officers responded to the riverbank on St. George Street on Oct. 9 at 9:43 a.m. after receiving a report of a body hanging from a tree. Police and fire personnel arrived on the scene and after a search of the area found an African American male with tattoos on both arms and his back. A wallet lying near his feet had an Ohio Identification Card which officers were able to use to identify him. The male had been reported missing by his family on Sept. 25. The coroner arrived and completed an investigation and the body was transported to the hospital and his next of kin was notified.

— An officer searched the area of Ohio Avenue in Klondike on Oct. 9 at 7:39 p.m. for a vehicle being driven recklessly in the area. The officer found nothing.

— Officers were dispatched to the 200 block of Wilbert Avenue on Oct. 9 at 5:13 p.m. for a welfare check after a caller reported the mother at the residence being high and he wasn’t sure where the children were. The officers had previously done a welfare check several days prior on the children. The mother was located several apartments down and told officers the children were in a different apartment with a friend. Officers requested to see the children who appeared to be in fine health. A report was forwarded to CPS.

— Officers responded to the 400 block of Wilbert Avenue on Oct. 9 at 8:38 p.m. for a report of people arguing. Officers spoke with a female at the residence who said no one was arguing.

— A female came to the station on Oct. 9 at 7:42 p.m. to report her husband missing. She said she last spoke with him by phone on Oct. 8 around 1 p.m. and he had made threats of harming himself. The report was later updated to say the male was found at a friend’s house on Orchard Street. Officers spoke with the male who said he was fine and did not want to hurt himself.

— Officers responded to the 300 block of Moore Street on Oct. 9 at 12:15 p.m. for a female who said people would not let her leave to get boxes, but the people were gone. This is a female known to have mental health issues.

— Officers responded to a call of a possible domestic in the 400 block of Market Street on Oct. 9 at 12:50 p.m. Both parties told officers it was just an argument and nothing more.

— Officers responded to a report of a driver slumped over in his vehicle in the 700 block or Riley Avenue on Oct. 9 at 12:21 p.m. The driver, who appeared to be fine, told officers he was just waiting to pick up his girlfriend.

— An officer responded on Oct. 9 at 7:02 p.m. to the 600 block of Avondale Street where a female who owns the property with her ex-husband wanted another female removed from the house. The female was gone when officers arrived, and the owner was told she would have to have her evicted.

— Officers responded on Oct. 9 at 6:42 a.m. to Market Street Lofts for a report of a suspicious male trying to open doors on the first floor. Officers checked the first floor and patrolled around the parking lots but did not find anyone matching the description.

— Officers spoke with a female over the phone on Oct. 10 at 9:17 a.m. regarding her daughter leaving the house the night before without permission and not returning home. She also noted that her daughter was on probation with an ankle monitor and needed a report sent to her probation officer.

— An officer took a report on Oct. 10 at 9:51 a.m. of a juvenile being filmed while taking a shower. The incident was forwarded to the detective bureau for further investigation.

— Officers responded on Oct. 10 at 8:43 a.m. to the downtown area near Bricker’s for a report of a male yelling. Officers located a male who matched the description, and he told the officers he wasn’t yelling and he wasn’t near Bricker’s.

— Officers responded to a report of a burglary in the 300 block of Vine Street on Oct. 10 at 1:13 a.m. The homeowner told officers that when she returned home from work, she discovered someone had entered her home through an unsecured window, but at that point nothing appeared to be missing, but the upstairs shower appears to have been used. Officers also discovered broken glass from a window in the basement. The resident has requested extra patrols during the afternoons and evenings.

— Officers were dispatched to Lang Street on Oct. 10 at 11:36 a.m. for a problem involving the street department and a resident. Officers were told when they arrived the problem had been solved.

— Officers were dispatched on Oct. 10 at 8:16 p.m. to the 1000 block of Ambrose Avenue for a verbal argument between a father and stepdaughter. The stepdaughter was leaving when the officers arrived and stood by while she loaded up her vehicle.

— A school resource officer at East Liverpool High School found a student to have drug paraphernalia on school property on Oct. 10 at 11:30 a.m. The incident was forwarded to the Columbiana County Juvenile Prosecutor.

— Officers were dispatched to the 700 block of Minerva Street on Oct. 10 at 8:18 p.m. for a juvenile with a warrant out of Columbiana County. The juvenile (name and age not provided) was placed into custody and transported to East Liverpool City Hospital.

— Officers were dispatched on Oct. 10 at 11:41 a.m. to the 800 block of Chester Avenue for a male soliciting. Officer made no contact with anyone.

— A female reported her lawnmower stolen from the 1100 block of Lisbon Street. It was later found out the mower was not stolen.

— A female reported on Oct. 10 at 7:33 a.m. that her mother was outside the residence in the 100 block of West 6th Street and she does not want her to bother her and her daughter when they leave to go to the bus stop. Officers asked the mother to move along.

— Officers were dispatched on Oct. 1 at 3:15 p.m. to an apartment in the 600 block of East 4th Street for blood on the floor and a bloody knife on the bed. Officers took photos and were made aware that the resident had cut himself days prior and had been at the hospital.

— An officer responded to Park Boulevard on Oct. 11 at 2:39 p.m. after receiving a report of a male walking through yards.

— A report of possible sexual abuse was filed on Oct. 11 at 12 p.m. and was forwarded to CPS.

— Multiple Dollar General employees reported their concerns of harassment they have been receiving from an unknown person Oct. 11 at 7:51 p.m. The employees said the person doing the harassing is racially motivated.

— An officer issued a citation on Oct. 11 at 8:23 p.m. for a vehicle parked improperly and impeding traffic on Avondale Street and advised the owner to move the vehicle.

— An officer spoke to a male over the phone who wanted to report threats on Oct. 11 at 2:14 p.m. The male said a number keeps calling his residence and making threats.

— Officers were dispatched to West 9th Street on Oct. 11 at 9:57 p.m. for a person sitting in a chair in the street trying to provoke people.

— An officer conducted a traffic stop on a vehicle for fictitious plates on Pennsylvania Avenue on Oct. 11 at 12:36 p.m. No other information provided.

— A nurse called from Trinity on Oct. 11 at 8:26 p.m. to make a report of sexual assault.

— Officers located a vehicle on Oct. 11 at 2:23 a.m. parked at the cemetery after hours. Officers spoke to the occupants of the vehicle and told them the cemetery closed at dark and they would have to leave.

— Officers were dispatched on Oct. 11 at 10:17 p.m. to the 500 block of College Street for someone attempting to get into an apartment. Officers made contact with the caller who told them he heard a loud bang and a female say she didn’t think they were supposed to be there with a male voice responding. The caller said he ran out of his house and advised he was calling the police and the person got into a black Ford 500 and quickly took off. The apartment they were allegedly entering was vacant.

— Officers were dispatched to East Liverpool City Hospital on Oct. 11 at 2:58 p.m. for a report of possible narcotics on a patient. Officers collected a small clear plastic vial with a red lid from nursing staff which contained a crystal-like substance. The patient told the officers the vial contained crystal meth. The contents will be sent to the lab for testing and charges are pending.

— An officer responded to Friendly Jacks on Oct. 11 at 2:13 p.m. to speak with a female who said a vehicle was following her.

– Officers responded to the 1800 block of Harvey Avenue at 11:16 p.m. Oct. 15 in reference to shots fired at a home, but found no evidence of such.

– Officers responded to the 1000 block of St. George Street at 10:07 p.m. Oct. 15 in reference to the resident’s daughter damaging the home. Officers found that the daughter was intoxicated and causing problems. The resident said she would leave for the night.

– Officers responded to the 200 block of West Seventh Street at 7:36 p.m. Oct. 15 in reference to a woman who had been having stomach issues and was found deceased.

– Devon G. Lockhart, 21, no address listed, was charged with criminal mischief and public intoxication after officers responded to the 700 block of Lincoln Avenue at 5:16 p.m. Oct. 15 where he was reportedly intoxicated and damaging a home.

– Officers responded to the East Liverpool City Hospital at 4:28 p.m. Oct. 15 in reference to a man who was medically cleared but would not leave. Officers spoke with the man who was disoriented and said people were following him and trying to kill him. The man was willingly returned to the hospital for evaluation.

– Officers responded to the 1800 block of Harvey Avenue at 3:33 p.m. Oct. 15 where a juvenile reported another person had assaulted him during a discussion and wanted files charged. Officers were unable to find any evidence the assault occurred.

– Officers responded to the 1200 block of Erie Street at 10:26 a.m. Oct. 15 in reference to an assault in which a woman, identified as Julie Carl-Picklesimer, no age or address listed, grabbed a resident and shoved her into a TV, causing it to fall and break. The Carl-Picklesimer was going to be charged accordingly.

– Officers responded to the 400 block of Grant Street at 11:53 p.m. Oct. 14 in reference to a man who had broken through the door of a residence during an altercation. Nothing physical occurred and officers were unable to contact the man in question.

– Officers responded to the first block of First Street at 7:19 a.m. Oct. 14 in reference to shots fired. Officers checked the area but were unable to find anything suspicious.

– Officers responded to the 900 block of St. George Street at 4:32 a.m. Oct. 14 where a caller reported a man she knows had assaulted her in her vehicle before leaving the area. The caller refused medical treatment and was provided a domestic violence packet to complete.

– Officers responded to the 200 block of Wilbert Avenue at 4 a.m. Oct. 14 in reference to possible shots fired, but weer unable to find anything out of the ordinary.

– Michael R. McGonigal, 40, no address listed, was charged with public intoxication after officers responded to the 900 block of Orchard Grove Avenue at 11:59 p.m. Oct. 13 in reference to a man yelling for help and found him sitting against a utility pole. McGonigal admitted to ingesting LSD and was transported by ambulance to the city hospital.

– Officers responded to the first block of Lincoln Avenue at 12:21 a.m. Oct. 14 in reference to a domestic dispute and found it to be verbal only. One of the people involved was given a courtesy ride to another residence and advised of the process to get a protection order.

– A West Seventh Street business employee reported at 11:52 p.m. Oct. 13 receiving death threats from an unknown number.

– Officers responded to the East Liverpool City Hospital at 5:46 p.m. Oct. 13 in reference to a bomb threat in which emergency room staff reported someone had called and said they were going to push a button to flatten the building, demanding $10,000 to prevent it. The person then called back and said it was just a prank for YouTube. Officers stood by while hospital staff searched the building, which was eventually cleared.

– A Market Street resident reported at 2:37 p.m. Oct. 13 where a resident reported her mail had been moved from its delivery point and opened.

– An officer responded to the 600 block of Oak Street at 5:25 a.m. Oct. 13 where residents reported hearing outside the basement door and seeing a white truck flee the scene. The officer searched the area but was unable to find the vehicle in question. No signs of attempted force entry were found at the home.

– Officers responded to the 600 block of Bradshaw Avenue at 4:53 a.m. Oct. 13 where an individual reported several people had been following and harassing him earlier in the day in which St. Clair Township police were notified. He was advised to go home and not be out at this hour making himself an easy target.

– Officers responded to a 700 block Dresden Avenue business at 8:54 p.m. Oct. 12 in reference to a panic alarm. A cashier said a woman was causing a scene in the parking lot, but had already left the scene. Officers checked the area but were unable to find the person in question.

– Officers responded to the area of Market Street Lofts at 8:19 p.m. Oct. 12 in reference to two men fighting. The men were found arguing on West Fifth Street and both said nothing physical occurred. They were separated for the evening.

– Officers responded to the 200 block of Vernia Street at 7:08 p.m. Oct. 12 where a resident reported a physical altercation with his son, who had already left the home. The resident said he had dropped a protection order against his son, but wanted him arrested for the altercation. He was advised the altercation was mutual combat and to call police if the son returned.

– A Garfield Street resident reported at 4:52 p.m. Oct. 12 that a woman threatened to shoot her during an argument regarding a cell phone and wanted the incident documented.

– Officers responded to the 1700 block of Etruria Street at 5:37 p.m. Oct. 12 in reference to a man in the middle of the street threatening to break out car windows. Officers spoke with the man who said he was upset because he believed his aunt, who lives in the area, has stolen $40 from him and was taking advantage of him. He was advised to leave for the evening.

– Rosyln M. Galloway, 38, no address listed, was arrested on an active warrant out of Columbiana County and cited for failure to control after officers responded to a one-vehicle crash over a hill on the railroad tracks off Mulberry Street at 4:44 p.m. Oct. 12.

– Brandi Raulerson, no age or address listed, was cited for no driver’s license and a turn signal violation following a traffic stop on East Fourth Street at 12:42 p.m. Oct. 12.

– Officers responded to the 300 block of Moore Street at 12:04 p.m. Oct. 12 in reference to someone making suicidal threats of jumping off a bridge. Officers were unable to find anyone in the area.

– The school resource officer at 10:59 a.m. Oct. 12 was advised of a North Elementary student making claims of sexual assault. An investigation was pending.

– Officers responded to the 2000 block of Lisbon Street at 9:57 a.m. Oct. 12 in reference to someone breaking a window at the home. The woman was already gone before officers arrived. The residents were advised to call officers if the woman returned.

– Officers responded to the 200 block of Wilbert Avenue at 7:03 a.m. Oct. 12 in reference to fight and found two people arguing in a parking lot. The two people were arguing about a mechanical issue with one of their vehicles, in which one of the individuals said the other took his keys and ran into her apartment. The other person said she did not have the keys. Both people were separated from each other.

– Officers responded to the 200 block of West Fifth Street at 5:05 a.m. Oct. 12 in reference to a homeless person staying on the patio of a business. Officers found the person had already left the business’ property and he was told not to return to the business.

– Officers responded to the first block of West Ninth Street at 9:56 p.m. Oct. 11 in reference to someone sitting in a chair in the street trying to provoke other people. Officers spoke with the person in question who said he had been in argument with his girlfriend via phone and had smashed a chair, but was not trying to provoke anyone. All the people involved were advised to calm down for the rest of the evening.

– A Harriet Street resident reported at 2:14 p.m. Oct. 11 continuously receiving threats via phone. The resident would not say who the caller was, but wanted it documented.

– A report of possible sexual assault was filed at 12:16 p.m. Oct. 11 in the 100 block of West Sixth Street. The matter was forwarded to children services.
